Should we use quotation marks for Smart Searches?

If we don't use quotation marks around search strings for Smart Searches, a card showing a Factbook entry and links to My Documents appears in the results (if I do use quotation marks, I don't get the card)
While the Factbook article and the docs are related - it seems only at the level of matching one of the words with no Smart Analysis applied.
Is this expected or should we use quotation marks around the search string?

The cards are using smart search, but because Factbook is a mostly collection of links to other articles and datasets, rather than anything directly searchable, we do sometimes struggle more than we'd like to find the right entries. It's usually an improvement on v31, but obviously not in this case.
