Notes anchor and Headwords

I am attempting to use headwords from Theological Dictionary of the New Testament and Concise Oxford English Dictionary as anchors. It appears that adding a headword to a new note is possible. But while adding a headword as an anchor to an already-existing note is not a possible outcome Headwords are not included in the anchor dropdown. Are headwords not seen as or recognized as references and/or links? Any advice is greatly appreciated.

    No, they are unique to each resource. Headwords can be added to anchors as selected text.
