At least they did - I somehow was able to snatch it up somewhen in the past: https://ref.ly/logosres/9780061972775?art=r1.a1 and it must have been before the "HCCP ban" for international customers in the eBook store.
In fact there's a thread about another edition of this book which came over from WordSearch for grandfathered owners and was put on PrePub for the others: this never materialized and the PrePub has been pulled in the meantime, too. I believe they couldn't agree the license to produce with Harper. EDIT: both can be seen in the "Add to library" view of the library, along with the audio book and the study guide.
