The section being greyed out and showing the content from the Help file indicates that you are missing a prerequisite for that Guide section. Specifically, you need the Biblical Places dataset and the Biblical Places dataset and the Biblical Places Maps dataset. My guess is that one of those is not currently downloaded. You can check the About panel for DB:BIBLICAL-PLACES and DB:BIBLICAL-PLACES-MAPS.
How would an installation loose/omit those datasets?

The file can be downloaded through the library panel. It now functions correctly.
Oh yes, I forgot the maps aren't a dataset. I'm glad you found it.
