This is a known limitation of Collections. It's something we would love to change, but the time is not quite here yet.
BUG: Only the 5 downloaded resources appear in the collection - both in the plus resources and in the collection contents
Not a bug. That is the current implementation. The Bug is displaying 24 instead of 5. For example mytag:cloud OR mytag:creation will only display the number of books for the second tag as books for the first tag are in the Cloud.
Yes, they do appear once they are downloaded but they lack of a scroll bar/ showing in the plus these resources section means one can't really know what is in the collection when it is created.
The Resulting Collection section does show the contents and a vertical scroll bar will appear when necessary.

Sorry but I consider it a bug to not show what was created after a create action. The definition of the collection should be complete even if only downloaded resources are shown as the available collection.

But it is showing the contents as Collections do not include Cloud resources. I can search mytag:Cloud, but results are not included in the collection with rule mytag:cloud OR mytag:creation

I understand but that is not my complaint. My complaint is that the rule for the collection (including the + or - resources) is not visible. It is a fundamental principle in designing user interfaces that one can see what one created. Here, one cannot, one can only see the current effect of what one created.

No, because one can see only the 5 but not the RULE for the 24. The RULE is what I just created as is evidenced by the inclusion of additional books as I download them.

This kind of problem is part of why we recently made changes to the prioritization pane to make everything visible regardless of download/ownership status.
Collections is on the list to make similar improvements, but I can't make predictions about when this will happen. With the increase in places where the application leverages cloud resources, making those resources fully visible in Collections is becoming more and more important.
