Will web App be available without a new subscription?

I use the web app about as much as the desktop version. Will I need a new subscription tier to access the web app?

    Access to the web app is free; you can use without an account, without a subscription, or with any subscription tier. Features and books determine what you can get done using it. The subscription is for features, not for access to any of the platforms.
