in many resources the option to copy the place via the URL is missing.

Can you provide an example of a resource which does not have Copy Link? I checked about 10 and they all worked.
Yes, the ESV Bible for example. All before the Bible text and all after the Bible text. In general all except the Bible text.
When I right click to open the context menu the URL copy option is only available for the biblical text in the ESV. I can't remember if it was always that way. I can however "copy link" on the Beta toolbar.

Hm. Opened the ESV in Logos 37 RC 1 with the dynamic toolbar and selected text outside of bible text, then using Share / Copy link from the new dynamic menu, works. With the old toolbar (without a subscription or in earlier versions) this would be achieved through the kebap menu of the panel and then Copy location as... URL

Copying a link from the right-click menu / context menu never worked for "text outside the bible text in bibles" or just any text selection, this is a feature only available for references in the reference section of the context menu - this still works and will create a reference-link, which is different:
