I’m incredulous that after 15 years of the mobile app (and so many updates) that pop up Bible references that include a range of more than a few verses cannot be scrolled.

Could you give an example of what you're experiencing, and on what device and version?
I'm able to scroll pop-up passages in version 37.0.0 (build 1370000144) on Android. But are you talking about something else?
