Yes, if you use an app like Teamviewer, which is free, you can access your desktop from your iPad.

I have old eyes so reading my desktop version of Logos through a viewer is a strain for me. If you can live with scaled down features, however, the iPad app the Logos designed is fairly spiffy. it is a very functional app for reading but lacks the acoutrements that make L4 so plush.
The thing is that I never dug reading from my laptop screen so I now prefer to read on my iPad and study on my notebook. You'll find a method that pleases you, I'm sure.

Is LOGOs software 4 available for the IPAD that works like it does on Windows?
The short answer is no.
There is an app for that, that gives you the Passage Guide and Word Study guide and will sync with your reading lists and allow you to read many of the books in your library. However there are many of the features in the computer version that do not exist in the app. Exegetical Guide, Prayer Lists, etc.
Other suggested if you MUST, then get something like LogMeIn Ignition which is the simplest to use, but also most expensive iPad app that allows you to log into your desktop/laptop systme and control it seeing what is on screen on your iPad. It is not ideal and is slow, but better than expected.

Teamviewer works great and is free and it allows you to access your computer from anywhere. I like the app for the iPad if I am going to read my Logos books, but Teamviewer allows me to do Bible study and all the results are also no my computer when I get home.
