What do you see if you expand the More shortcuts link at the bottom of the screen?

Thank you for responding to my query. As it turned out, the problem seems to be related to the Logos Program Scaling feature. I had forgotten I had changed it to 150%; when I changed it back to 100%, the Navigation Menu was at it should be. This problem is reproduceable, and is even worse if 200% zoom is used. I normally do use the Windows Magnifier, but I thought using the Logos Program Scaling feature might be better. As far as the More Shortcuts menu item goes, I only have one shortcut -- a layout template that I use. This was the only thing showing in Shortcuts when I tried the 150% Scaling, which was as expected.
