Dynamic toolbar global setting

If there's already such a setting, I have not found it. I would like the ability to choose whether the resources dynamic toolbar is collapsed or not by default. Personally I prefer it collapsed by default and then expand it when I need it. Instead, it is open by default in all resources and so I have to collapse it manually every time as it crowds when not used. So the suggestion would be to have a global setting available.
