Tools bar at bottom of screen never shows? BUG?

My problem on iPad is that I can never pull up the tools menu. I can swipe windows from left to right, but wherever I press the screen the tools menu at the bottom doesn’t appear. I’m reduced to the functions from the three dots at the top. This isn’t always what I want to do. HELP!

Have you tried restarting the app, restarting your iPad?

thank you for responding. That is possibly a solution. As it happens, I can see the toolbar at the moment!
