The opening phrase makes it clear that what follows is God (speaker) telling Moses (addressee) what to say but it is not marked with direct speech markers when I select the whole verse ... but is marked if I choose a random word within the verse.
We have a case for this. Looks like there are other verses in this chapter that exhibit the same behavior. I'm not sure yet what is causing it yet.
