Still Have Community Tags Available Without Visual Filter

I would like to be able to access community tagging in resources without having the visual filter turned on. Much like the Factbook filter. I don't want to see the lines and popups but I would like them to display in the right click contextual menu.
I would also like the option to add a tag whether or not the filter is turned on.

If you remove the comparison "Much like the Factbook filter", your request would be clearer i.e. you want to create and access Community Tags via the Context menu *without* a Visual Filter option and *without* being visible in the resource.
I would agree with that except for wanting a VF option to display them in the resource (it could be OFF by default).0 -
