Ctrl+= zoom inCtrl+- zoom out
It doesn't work for me though.
A temporary workaround is to use the built in magnifier - <Win>+=

What are you referring to by "it"? <Ctrl>-+/= or the "built in magnifier" you referred to, <Win>-=?
I've got Windows Vista, IE8, and MS Office 2007. <Win>-= doesn't seem to do anything in either of those latter or anywhere in Windows.
On the other hand, <Ctrl>-=/- does work in IE8 to zoom in/out. It doesn't work in Office, though. It works in Logos in Biblical People and Places. I just wanted to see it work within a resource panel, to move the font slider one notch to the right/left.
Ah, I see. I think that checkbox has to be turned on in the control panel for the <Win>-= key to work. Got it working. Probably won't end up using it, though nice to know it exists in case I ever become visually impaired.
Mine must be set by default - as you can see, I did not have mine checked. I am not visually impaired (yet), Maybe somebody else has the answer.

I don't know the answer, but that setting is for if you want it to automatically start with windows loading, but I have been looking further at making use of it and have pinned the magnifier program to my taskbar. When I want to use I simply hit SHIFT+WINDOWS KEY + 9 (9 because it is the 9th icon on my taskbar) . To stop it I simply hit WINDOWS KEY + ESC.
I have a nice comfy chair about 2-3 metres from my desk I use for reading real books and when I'm watching a video on my computer. Using Windows magnifier and my wireless keyboard and mouse I can now also sit in that chair and do some general reading and follow the tangents it takes me (like running a BWS report or looking up a map etc and have quick and easy access to magnifier when I need it.
While using Windows Magnifier in Windows 7 the other short-cut keys are:
