Highlighting Tool Window Sizing: L vs R

I think I've found a bug in window re-sizability.
When I open Highlighting, it adds to the left of my active window....but I cannot resize it (smaller):
If I move it to the Right, I can resize it the way I want:
If I then move it back to the Left, I can now resize it:
It appears this has been around a while:

This is actually intentional. If you'll notice in your first screenshot there is an extra line between the two panes. When you see this you cannot resize it. Certain things open in locked left or right panels. you can drag it out of that panel to unlock it if desired or you can drag the option from the Tools menu to where you want it rather then simply clicking it to open it.

They did have their reasons for doing this. If you go to layouts there are some auto-sizing options at the bottom. If they didn't lock those panes and you went to auto-size the highlighting pane would be equated with a resource pane. Usually you would only want your resources to be configured for size. At least, this is one of the reasons I think they do it :-)
