If you go into the documents window and select the info icon and then the clippings document you want, you can add tags in there. However, they don't auto-appear in the "tags" line for individual clippings within the document. Regardless, knowing this answers the question, as it has the end result I was looking for.

That 'tag' is useful but only in the Documents menu via the Filter sidebar. I also use a real Tag to locate my Notes in a document via mytag:
in a Docs Search. I only put Study notes in one clip and I don't need to locate the other clips.
If the 'tag' in Documents menu was (requested) to be applied to each clip I would identify my Notes clip with a unique Tag.
