I want to start a fresh account with no past order history, notes, etc. So I just want to transfer my license to my wife.

I understand what you are asking, but I am not under the impression that is something they do. I found a link about transfers, but the way it is worded makes it sound like it is localized to purchases, and would not include notes. Anything I can find about notes seems to be about sharing notes, but it would not delete the notes from the original person. So like @Graham Criddle said, I would contact customer service directly.
Just one other thing I would mention, is just on the off chance that she doesn't have an account yet, you might be able to just change the name on the account to her name in settings and then create a new account. But either way I would contact customer service and stress your concern about notes and not just resources.

You would definitely need input from Customer Service - though I wonder if transferring would clear the order history, as that shows the purchases of the licenses on the account…. But that would be a question that Logos would have to answer, as they are able to clarify whether what you want to accomplish is possible. @Jason Stone (Logos) @Joe McCune (Faithlife)

We can change some Profile related information - but that doesn't clear Order History that I am aware of, mine never changed when changing email addresses.

I had thought the same thing, that they could just update the name and address in settings and be done with it. However, I am under the impression that the wife already has her own account and notes and they were trying to merge the two.

Doing a license transfer will not remove the items from your order history. 6 or 7 years ago I gave a good friend the majority of my library when he started Bible college (I've since recovered, haha). And all those still show in my order history.
Additionally, as far as I know, the only way to get rid of the personal notes would be to delete them, and I assume that would have to be done one by one.
If you want to start over with a completely blank order history and no notes, you are probably better off just creating a new account from scratch. Assuming your wife doesn't already have her own Logos account, you can simply give her the old one (she can change the name and e-mail and pw if she wants).
You would need to use a different e-mail for the new account (unless your wife takes it off the old one and puts her own on it).

No way to erase all notes? Strange how Logos is so lacking sometimes in what is basic functionality in most other software.

You may go into the notes tool, select a note, hold shift, and scroll down as far as you like. Then select "Delete selected notes."

Just open a brand new account with another email. It’s the simplest and quickest way to do it.
