Non-download resources show as not available

I recently encountered a situation with the Desktop app where I did a minimual install of Logos on a new laptop and encountered a "resource not available" for resources that weren't downloaded with the minimall install - in each case these were URLs to resources in my Logos Library on the other laptop that worked fine. Is this expected behavior? For those non-downloaded resources, Logos prompted me to visit the Logos store to purchase instead of prompting me to download the resource.

Please understand that I'm not complaining and simply downloaded from the cloud those resources that were missing. Just wanted to confirm that "missing" was expected behavior.
