BUG: Favorites state is inconsistently applied when resource is already opened.

I have a notebook setup with all notes closed, so when I click on "Jonah Notebook", I can see the available notes:

This works fine if Notes is not open. Similarly, "Jonah Overview Note" opens a specific note and hides the other note selections (if Notes is currently closed):

However, if I click back on "Jonah Notebook" at this point, nothing will appear to happen:

If I close everything, open up "Jonah Notebook" and then click on "Jonah Overview Note", I get the following:

Since favorites capture state, my expectation when I click on any of these is that they'll return to the state I captured regardless of the current context.
