Resource panel missing? Looking to change link sets and can't...

I've been ignoring this for a while but an important feature on my Logos software isn't accessible and I need to figure it out. My resource panel (Pop up from the 3 vertical dots (kabob) menu to access link set) is grayed out. See attached screenshot. I have also attached my software info. Please advise.

Is there some reason you're app is seriously out of date (eg your PC, etc). Updates are free.

Seems simple in theory but I can't update. Do you have any advice. I have a newer MacBook Pro. I don't want to subscribe to the new version yet, I just want to update my software for free and it won't let me

Keep in mind, I'm not the expert:

In the command box (upper-left), did you try 'Update Now' (I assume the app is logged in, and on the internet)?

Windows or Mac: which version. To be running L8 suggests your operating sysyem is older?
