Cannot drag and drop from Factbook to another panel.

this issue is similar to another issue that has been resolved.

I cannot drag from the Factbook to another panel, although a red circle with a slash thru it does not appear.

I cannot remember if I ever tried this in the Factbook before so I don't know if this is broken.

The previous issue related to not being able to drag and drop from search hits to another panel after the 42 update.
