The PB tool becomes theCatalog after compiling, and Library metadata will be affected except for any User changes (as per User changes on Logos books). If you remove a User change in Library it will revert to the Catalog value (as per User changes on Logos books).

No (see above).

Just the compiled book.

How do I tell if a PB has been uploaded?

The Upload box will be greyed out.

NB. The Upload box won't tell you what PB's have been uploaded because you get the prompt to upload after compiling. I put a note on PB's to state they are not meant to be uploaded e.g. ones that are used for a variety of purposes and therefore can be permanently deleted from Library (unlike Uploaded PB's).
