I am new toLogos, please help with following questions.
When I call up my preferred Bible, I get the following menu
How do I get it to display the panel menu as below?

Your first is the current menu; your second is the older, now unavailable menu (except on older version use).
A minor vocabulary issue — the panel menu is what the accessed via the stack of three dots at the right of the first line after the tab. You are referring to the resource toolbar. Using the correct Logos terminology will help you find answers in help which is the purpose of my mentioning it.
