Linking to a resource within a note

I want to link a few paragraphs from a commentary to a specific word in the Bible so that when I click the note icon by the Bible word I go to the Note with the link to the information in the commentary. Additionally, I'd like to be able to mouse the note icon beside the Bible word to see some of the info from the commentary right in my Bible pane.

This link from 2018 used to work before Logos was upgraded, but now does not:

What is the new way to accomplish this task?

The same approach generally still works as in the note you linked - but the way to generate the link is different with the new toolbar.

This is now done from the Share menu
