how do I create a note and then transfer it to a new created notebook?

I have windows 10 I cannot find out how to create a note and then create a new note and then tranfer it to a newly created notebook

when you click on an existing note OR create a new note, there is a "Set Notebook" button at the top that, when clicked, allows you to place the note in a notebook or move it to another notebook:
