What is the purpose of the quotations?

Paraphrasing does not necessarily get around a copyright. I don't know how the practice has changed in the world of e-publishing, but the old rule was that you had to find a fact in 5 separate books without attribution for it to be public knowledge. I had a friend caught up in a dispute with a Thai author because she thought a statement was general knowledge about Thai calendars when it was actually the discovery of a single author. I would never encourage "circumventing" an author's rights to their work.
How much are you quoting from a particular book?
When I wrote and published my PhD dissertation, I cited from numerous works, but all I had to do was cite them in the footnotes and bibliography. I never needed to pay for royalties.
Then again, my citations were small quotes here and there, and I summarized most of the content in my own words.

Maybe how I’ve written this has not been clear. I am not encouraging “circumventing” an authors rights to their works. That’s why I say ‘legal ways’.
Paraphrasing is permissible as long as the original source is cited in a short citation. That’s my current understanding. That’s giving the author their due rights to their thoughts by acknowledging the source. So, we agree!

we have quoted from multiple sources. Some are short extracts, or direct word for word, while others are 40 words or more and are block quotes. Everything is noted in a bibliography or footnoted.
However, it seems to be the process of some publishing houses that they apply a fee to the use of cited materials. It’s these fees that present, at times, an enormous barrier to use. It’s seems that buying the book isn’t enough. Unless the author is dead, or there is public domain then all potential use must be submitted to the Publisher for approval if it falls outside of their fair use guidelines. And do what we have found so far is that the fees for use have ranged anything from under $100 AUD to well over $2000 for very few word use. So, that’s the reason for my question. Perhaps someone might have found a way and means that still provides a clear path of conscience, legally and morally while falling into a fairer cost use of such material for writers.
