Is my only recourse to use the Web platform?
If your PC is too old to run Windows 11, yes. It is the only supported solution.
FWIW, I've been using Logos in an unsupported environment (Windows 11 on ARM) for over a year now with very few complaints.
I used a Windows 7 for years; Logos no-updates. The only headache was buying books that wouldn't work on an older Logos … refund.
I am sure, Logos will continue to work on Windows 10 for quite a while, most likely even the updates and new books. Your bigger worry are the security updates for Windows.

Well officially, yes. But there are ways to install Windows 11 on older hardware. Microsoft does not support it. But the Logos software will not know the difference.
For those who have a little bit of technical knowledge, Tiny11 is one such method. There are others. They involve booting the up from a custom USB flash drive. The most popular is created utility called Rufus. but Microsoft is working real hard at shutting them down.
Oh I know there are other methods. That's why I emphasized the word "supported." lol
