The expected price of Classic Commentaries and Studies on Revelation is $161 which is at the far right of the scale, so there's no way you can bid anything under than and get a green bid box. Also it's odd that the range of possible bidding prices starts at $1 (which is ridiculously low) and includes all numbers of the form 10n+1. This isn't the way the other CP pages are priced.
This is a strange anomaly. The projected price is established based on which price is closes to reaching the 100% mark. But it can change at any time. It just so happens that more people have bid high on this one.
The red and green warnings are mainly for new users who don't understand the system. We're trying to simply what has been for many too complex. If you know how the system works, feel free to bid below the projected price.
I'll keep an eye on this to see if it becomes a recurring issue or not.
So in theory if everyone bids the maximum and it reaches viability quickly, the Pre-Pub price gets locked in at the maximum Community Pricing bid level. So Floyd Johnson's suggestion to "only bid the maximum you are truly willing to pay" makes a lot of sense.
A title that lingers longer in CP and accumulates more mid-priced bids will take longer to reach Pre-Pub graduation but will be locked in a lower price for the CP bidders.

It is statistically improbable.
An event is impossible when its probability is zero and there are less than an infinite number of trials. (Although the new list of community pricing entries seems to be rapidly approaching an infinite length.)
