We are going on vacation where cell signal will be spotty. Can I download my entire library to my ipad so it is fully functional without internet?
You can download your whole library (best managed from the library in the desktop otherwise you are limited to downloading no more than 100 resources at a go).
And some people have noted problems with downloading too many resources - so if you know of a subset you would want to access I would suggest just downloading those
But you won’t get full functionality as a lot of capability - such as running guides, some searches, etc - require a good Internet connection.
Does your iPad have enough memory to accommodate your library? I believe there is a limit as to how many resources can be downloaded at a time, but other than that, I don't know of any other limitation.

Be aware that mobile apps of which iPadOS is one have certain other limitations pertaining to internet most of which are listed in Logos Mobile FAQ and Platform Comparisons found in Help Center.
