The High Priest lived more a century before the writer of the Commentary.
By clicking on the dates of reign I am directed to the Timeline (green arrows). Clicking on the entry there, I am directed to the correct resource, but to a different person (Claudius, red arrow). Manually, I can find Theophilus in the same resource (blue arrow):
