Release notes seem to only include a small set of bug fixes. Are any of the performance enhancements, Windows parity, etc features somewhere on the near horizon?

Correct.
Are any of the performance enhancements, Windows parity, etc features somewhere on the near horizon?
I'm not going to further quantify "near" or "soon", but all of those things are actively being worked on and will be available soon, but not in the 4.0b lifecycle.
It's probably reasonable to point out that, even after 13 months of stable releases, Logos 4 Windows is still being optimized for performance. We've only been shipping a stable release for 2 months and we've released a number of updates since then.
Enhancement and optimization will be perpetual. We will never be "done" with either, and I suspect our most active and vocal users will constantly be holding our feet to the fire for "more" of both for perpetuity.
