This is a known issue, and we're working on a fix. Right now we store a snapshot of your credit card for each Pre-Pub order you have. Each one is viewed as a separate instance of that card. In the near future, all of your pre-orders will be tied to your card, rather than to snapshots of your card, so you should see only a single message.

Will it work with two different cards? I was planning to use separate cards for separate kinds of resources in the future.
Separate cards will still be supported. But orders will be tied to a card, rather than a snapshot of that card.
