Wave the mouse around on the screen and those menus keep popping down when you pass across them. If you're trying to move up to click on Account or Shopping Cart, or just idly moving the mouse pointer out of your way so you can see something and happen to cross past a menu title, the menu flashes up and down. Why not wait for 1 second of hovering before dropping them down. I suppose I'll have everyone else screaming about how slow they are if you change it. But it's inconsistent with how hovering to pop up anything in Logos software works. If you must have some immediate feedback for the user, then just change the look of the menu title (color it or make it 3D), the way hovering over a menu title in Logos or Office or standard Windows apps works. Then if you hover longer, it would drop down.
