Linking bible panel and commentary/book panel

I thought that you linked the panels, making one window's text move along with the bible reference as you scroll, by going to the 3 interlocking circles and clicking to link panels. But this does not work. Any suggestions or what am I doing wrong?

It's not the tri-circle visual filter but in the main resource menu. See: http://wiki.logos.com/Linking_Resources
