Floating information window

I have just upgraded from L3 to L4. I have just about gotten everything arranged the way I want it on L4, but can't seem to find a feature that I liked on L3. L3 called the feature "use floating information window". Is there a way to apply this tool in L4?

    The equivalent feature in L4 is found under tools information  

    When it opens it will be docked on the right hand side of the screen, if you wish to resize it you will have to drag it's tab off the docked edge in order to reposition it and then you can resize it.  Play around with the settings and you can change it to only respond to a mouse click if it drags your system too much.

        I neglected to add that the information window can also be floated either by (A) clicking the menu (drop arrow) and selecting "float this panel" or by clicking CTRL+F11 when the panel is active.

    After you open the information tool you can right click on its tab and select open in a floating window.

    It, however won't stay on top without using an extra utility like DeskPins

    What I do to see the info window if I am reading/studying in a floating window is to keep the info window on the right, and re-size the floating window so that the info info window is showing.
