It appear that illustrations are not populating for "ILLUSTRATIONS" in our Passage Section (I have many books of illustration in my library). Is this what others are experiencing? Why or Why not?

Ditto on no 'stuff'. Indexing done.
Illustrations did NOT automatically turn on, at least for me. I had to Add it to PG before it worked. Did you do that?
Try restarting Logos 4 or entering the 'update resources' command to see if it still needs to download the updated Illustration resources.
The Illustrations section should be included in the generic Passage Guide now by default, but if you're using an existing custom guide (such as 'My Passage Guide'), you would need to add that section.
Yes, I did experience the same. Solution: Just let the 2 indexing process finish and then you should be fine.
