how do i download my library to my new computer?

If you are connected to the Internet your library should be downloaded automatically after installing Logos.
There are alternative (unsupported by Logos) mechanisms at http://wiki.logos.com/Quick_Installation_onto_multiple_computers which many people have found helpful.
