on my laptop I am reading a resource and it opens without the little slide on the right side of the window.  If I open the same resource on my desktop I get the slide.  If you move a cursor over to it........the right side lightens and you can slide that "capsule" shape.  I looked on the drop down menu on the top left....and it seems the same.  Maybe someone can help?

Are you in paged view (aka Columns view)? The scroll bar disappears in that case, and you get previous/next arrows down in the lower right instead:

You might have overlooked this difference on the dropdown menu, since it's pretty subtle:
