It looks like something is preventing Logos from making registry changes. Do you have any security measures in place that might be doing that?
No don't think so even turned off my virus software to make sure it would not interfere.
Didn't have this issue with my primary machine- both running Win7.
Ok restarted L4 again chose "do not install update" it prepared my library, now its indexing; checked library and it did dwnload the bibsac and interpretation updates, now its indexing.
I'll check after it finishes to see if the error still persist on start up.
Indexing finished- but error still persist on start up- wants to install update- but have no idea what the update is.

it is not generating any logs- I have checked several times.
Have you enabled logging?
If not, please enable logging by carefully following all the instructions in the link below: http://wiki.logos.com/Diagnostic_Logging

What version of L4 are you running? Are you confident to look at registry keys ie.
Press Windows Start, type regedit in the Search bar and open Regedit.exe which appears at the top. Open HKEY_Current_User then Software then Classes and right click .lbsupd. Select Permissions, then your Windows user name and post a screen shot.

Ok looks like it is fixed:
I took Richard's advise to do logging- but I first had to disable the logging- then re-engage it.
Upon starting logos the logos4 and logos4 indexer files reappeared- good so far.
Logos 4 asked if "update" shoulde be installed- yes.
There is no real way to know now since the logging would not work previously.
It started installing- the error codes did NOT appear this time- it completed the update- prepared the library and opened L4.
The only difference in all this was the "logging" factor- why should it be an issue?
Don't know. The screen shot showed you had the expected permissions for that Registry key...
