Will all new resources be available only as Logos 4 tools. In other words, if I want to receive the prepubs I have ordered, I will need to have version 4?
No. At least for now Logos plans on supporting both formats.
Of course eventually they will want to transition, but for now they are still supporting Libronix 3. However, some of the new resources from the new collections have not been released in 3.0 yet - their focus is on 4.0. They should eventually come out, but they are pretty busy now.
