BUG: 4.3B4 Notes jump and highlight unexpectedly

Intermittently, when I scroll down a note file, I will click in a position where I want to add a comment and the note file will suddenly scroll down several lines, automatically highlighting from the point I clicked down to the point where the scrolling stopped:

    This is something that has been around for a long time. Hopefully it will be addressed at some point; but I would rather see them focus on other priorities as this to me is just a minor irritation.
