Cannot downoad new resources to L4

I recently purchased Albert Barnes commentary and was able to download it to my L4 on my office computer. On my laptop, however, the icon said "downloading resources," but unfortunately I had to interrupt the process and restart my computer in the middle of this. My office computer finished the task and I opened Barnes and began reading some parts in Genesis. Meanwhile the laptop was restarting and when I opened L4, the resources were not there, and I noticed that L4 synchronized (i.e. with having parts of Barnes in Genesis marked as read). I tried "Update Now" in the command box and it said "no updates available" then I tried "Update resources" and it said the same thing. I went to the forums and I tried temporarily moving the update file (D:\Logos4\data\hrngrver.41e\Updates - - - - I have my resources and "back-up" files read from my D drive which has more space). Then after re-opening L4 I tried the same steps, but to no avail. How can I "refresh" the L4 system so it doesn't think it has already downloaded and applied Barnes (since it really hasn't), or how can I get the files to download?

Shutting down Logos4 during a download does not stop the download. Maybe you stopped the process manually, that can give unpredictable results.
Have you restarted Logos4 since doing the above? If not, close and reopen Logos4 and look again. Do the resources show up on your home page as "Resources Updated on [Date]." If so, click on one of them and see what happens.
Since you have already tried "Update Resources," open your library and type Barnes notes into the search bar. Does anything show up?
Try the above first and report back.

My L4 was stopped, not by me, but by my computer as it had an issue and had to restart immediately. The download had started, but since the computer forced shutdown and restarted the download never really completed, nor did it recommence upon computer restart, nor upon L4 restart.
- The "resources updated" has not yet posted even on my L4 homepage which completed the process normally. (I am a missionary in Italy, and 8 hours ahead of MST, thus I think I have to wait another 40 min. or so until Midnight for the next day homepage to show)
- Typing "Barnes notes" showed 0 results - -

Here's one thing that might work.
On the computer that has the resources installed find the Barnes resources (look in C:\Users\[user name]\AppData\Local\Logos4\Data\[random numbers]\ResourceManager\Resources\ - or the non-standard location you put them); the Barnes notes resources are named Barnes[##][Abrev.].logos4 - you can also find them by sorting that directory by "Date modified."
Copy those resources to a USB drive.
Insert the USB drive into your laptop.
From Logos4 type Scan [USB Drive letter:\] (e.g. Scan E:\), if your license was updated, this should put the resources in the right place for you. If you can't scan the USB drive directly, just copy the files to a temporary location first.
If this doesn't work, you will need more help than I know how to give. However, I don't think that copying the upgrade directory from one computer to the other is a good idea. If anything, you may want to remove those files (at least temporarily). But I'm not enough of an expert to really know how this might work/not work.

No, you don't. The Home Page regenerates every time you hit F5.
