where can i buy this resource without upgradeing to silver or gold?

if is is not available any other way then may i ask why?

    It doesn't seem to be listed separately. Only Logos can answer why.

    I had to upgrade to get it.  Sales did not say why but only that I would need  to have Silver to have it.
