How does one turn on the inline Strong's numbers, in a Bible that should have them?

Paul are you referring to a particular Bible? I just tried in the KJV and in the NRSV and I get them. What I think you may be missing is that the interlinear is now on a button at the top of the screen as shown below.
You should see this at bottom of screen
Hope this helps. BTW you can also turn on "Information" (right click or menu) or hover to see information about the Strong's number
