I know this has been asked for in a general manner before and I know that Logos' experience is that most users don't move far from their initial base package but:
I suggest that Logos offer entry level packages targeted to specific audiences that contain:
- the 2 or 3 Bibles most used by the targeted audience
- a Bible atlas
- 1-2 Bible dictionaries
- 1-2 entry level commentaries appropriate to the audience (e.g. The Peoples' Bible for Lutherans)
- access to Bible people/places/things
- appropriate lectionary and Sunday school lesson support
- lectionary and Sunday school lesson commentaries that are updated each year (or an additional version offered) to make users think of additional resources
- prayer book and devotional readings to encourage using Logos daily
- a variety of pre-set Bible reading plans that are frequently used in the target audience.
- creed/confessions/statements of belief if appropriate for the target group (think also of the Chicago Statement et. al. as being potential items)
You might even go so far as to allow a denomination or pastor to customize the package in exchange for a "bulk purchase". It would be even better if some collaborative tools were available so that the Religious Ed Director/Pastoral Assistant could work with Sunday School teachers on handouts etc.
