Is there any way with Logos 4 Windows that I can limit a search to just my prioritized books and not the entire Library? Then if I did not find what I was looking for, or want more information I couls search the full library. Is that possible?

Collections are probably what you need.

Collections is one way, but a collection of mixed book types is not easy to define nor terribly rewarding  e.g. one that contains English/Greek/Hebrew bibles + Greek/Hebrew lexicons and bible commentaries. If you really want to do so then I recommend you tag (My Tags in Library) each prioritised resource as "Priority"  and look for mytag:Priority in the resource menu of Basic Search.
