Gordon Wenham is excellent on the Pentateuch, so my favorite is his Numbers: An Introduction and Commentary from the Tyndale OT Commentary series, despite it being 30 years old.

Wenham in TOTC series is a bit on the brief side and does not discuss many of the issues fuller commentaries take up, but covers the ground adequately.
Ashley in NICOT is much fuller, and I prefer him over Wenham. He would be my first choice among the commentaries I have in Logos.
I find Cole in NAC to be best for laypersons, and somewhat lean for pastors.
Budd in the WBC is simply unhelpful.
Keddie in the Welwyn series and Druguid in the Preaching the Word series will give the pastor some homiletical insights.

This may not answer the question directly, but whenever I refer to commentaries, I always check the International Critical Commentary first. Many times it has everything I need. Be sure to check the textual notes which follow later on.
And in the Old Testament, I always check Keil and Delitzsch.
