For Logos 1.2.2 for Mac, (1) what is and (2) how do I use the "collections" section in the passage guide?

You would use it for resources that contain references to the selected passage somewhere in the text. It's best reserved for 'topical' resources e.g. Concordances and some Monographs like "Every Man in the Bible", "Every Woman in the Bible".

The Commentaries section uses resources that have articles on the selected passage, usually Bible Commentaries and Bible Notes.
