I found in Vista where to change the Text to Speech voice. I changed it. Now one pane persists in using the original voice and a different pane uses the newly selected voice.
How do i get the first pane to use the newly selected voice?

Seriously, have you restarted Logos? That sounds like an artifact that can be cleared up with either a restart of logos or a reboot of your system.
No exorcism needed...LOL
I found that if i press the Left/Right arrow to change books, then go back, L4 updates the current Windows voice settings. You will need to press Cntl-R again to restart the reading aloud.
Perhaps this will be helpful to others.
P.S. Windows Vista users, you can change the voice by going to the Control Panel, then selecting Text to Speech.
